Negotiating for a better price is always the best way to shop for any conceivable item in the world. Getting a bargain is the number one way to buy any possible item.
The ability to haggle does not seem to be an innate skill that Americans possess. The practice of haggling is not necessarily built into American culture.
Nearly every single penny that a Mexican provider requested was paid by many visiting Americans, they would never ask for a better price or at least not convincingly so.
